PROBLEM TO BE SOLVED: To provide an electronic money settlement system and an electronic money settlement terminal that do not have a user wait for settlement.SOLUTION: When a control unit of an electronic money settlement terminal performs inquiry processing to read a specific number stored in an IC card and to transmit it to an upper-level device, the control unit temporarily stops communication processing with a management server for a prescribed time. On receiving a designated settlement request instruction including the specific number and amount information from the upper-level device, the control unit performs settlement processing by electronic money by limiting to the IC card storing the specific number included in the designated settlement request instruction.
