PROBLEM TO BE SOLVED: To provide a video encoding and decoding device and a method of the same.SOLUTION: A video decoding device includes: a decoding section for decoding a value of a difference between a pixel value of a block and a predicted pixel value from a bit stream; in a case of applying weighted prediction to the block, a weighted prediction section which acquires a variable for weighted prediction, which includes at least one first value multiplied by the predicted pixel value of the block and at least one second value added to a multiplication result of the predicted pixel value of the block and the first value, and acquires a weighted prediction value of the predicted pixel value of the block in response to the acquired variable; and a restoration section for restoring the block by using the decoded value of the difference and the weighted prediction value. The second value is obtained by multiplying 2by a prescribed value, N shows bit depth of the pixel and M shows the prescribed number. |
