PROBLEM TO BE SOLVED: To provide a seat belt device for a vehicle capable of securely holding an occupant on a vehicle seat even when there is a change in posture of the seated occupant, and to provide the vehicle seat having the seat belt device.SOLUTION: A vehicle seat 1 includes a seat back 1b attached rotatably in a front-to-back direction with respect to a rear end of a seat cushion 1a. At a left support part 1b1 of the seat back 1b, a retractor unit 5a of a second seat belt device 5 is embedded. At a right support part 1b2 of the seat back 1b, a second buckle 5b is embedded. One end of a second webbing 5c is connected to the retractor unit 5a, and the other end of the second webbing 5c is provided with a second tongue plate 5d capable of being engaged with/disengaged from the second buckle 5b. Pulling out the second tongue plate 5d from the retractor unit 5a and engaging the second tongue plate with the second buckle 5b lay the second webbing 5c over the seat back in a lateral direction, in front of the seat back 1b. |
