An elastomer having a (semi-)interpenetrating network structure, which is obtained by: forming a first network structure by polymerizing and crosslinking a first monomer component; and sequentially introducing a second monomer component into the first network structure and then polymerizing or polymerizing and crosslinking the second monomer component. The first monomer component contains 0.1-30 mol% of an anionic vinyl monomer; the glass transition temperature (Tg) of a polymer obtained from the second monomer component is from -80°C to 20°C; a solvent is not substantially used in the second step; and the mass ratio of the first monomer component to the second monomer component is from 1/0.1 to 1/100. |
