PROBLEM TO BE SOLVED: To provide a solid electrolytic capacitor and a manufacturing method for a solid electrolytic capacitor which can restrain seeping.SOLUTION: A manufacturing method for a solid electrolytic capacitor comprise: a process for forming a porous sinter 11' which is made of valve action metal and which is provided so that an anode wire 12' protrudes; a process for forming an insulator film which is made of fluorine resin and which surrounds the anode wire 12'; a process for forming a dielectric layer in the porous sinter 11'; a process for forming a solid electrolyte layer in the dielectric layer after the process for forming the insulator film. The process for forming the insulator film includes a process for melting multiple granules 81 made of fluorine resin.
