PROBLEM TO BE SOLVED: To grant an address to a client terminal at desired timing.SOLUTION: A client terminal 5 comprises: message automatic retransmission means 51 for retransmitting a discover message using a predetermined retransmission rule after transmitting the discover message; and message manual transmission means 52 for transmitting a discover message according to an instruction of a user. An address granting server apparatus 1 comprises: monitoring means 22 for monitoring reception of a discover message from the client terminal for a predetermined period when having received a discover message; determination means 23 for determining whether or not a discovery message is transmitted by an instruction of a user of the client terminal, by comparing a reception situation in the predetermined period with the retransmission rule; and response means 24 for granting, to the client terminal 5, a new address differing from an address granted to the client terminal 5, when determining that the discovery message has been transmitted by the instruction of the user.
