PROBLEM TO BE SOLVED: To provide a light distribution control member which can perform control so that a light distribution characteristic of irradiation light in XY-directions which are orthogonal to each other in an irradiated face shows a desired light distribution characteristic as a non-rotation object in the X and Y directions, arbitrarily controls luminous intensity at four corners of a desired range from a center of a reference face when radiating light to a prescribed radiated reference face, and can secure sufficient luminous intensity with respect to center luminous intensity, and a lighting device.SOLUTION: In a light distribution control member for performing the light distribution control of light which is emitted from a light emitting element, the light distribution control member has an apex part which faces the light emitting element, a side part which is formed into a fan shape from the apex part, and a cone body having a bottom part being an emission face. Two or more recesses which are recessed to the inside of the cone body, and face each other are formed at a side part of the cone body, and a salient part or a groove part is formed at a surface of the side part in desired alignment. |
