The system has a provisioning security controller (265) to retrieve provisioning data from an Internet protocol (IP) data network server. The controller has a data processor (405) to convert data between IP data packet and data burst message formats by a conversion application program (415) and sends data to a base transceiver station for transmission to an unauthorized mobile station e.g. cellular phone. Independent claims are also included for the following: (a) a wireless network (b) a method performing over-the-air service provisioning in wireless network.
