<p><P>PROBLEM TO BE SOLVED: To provide an image processing apparatus and an image processing method, for reducing noise while storing important factors such as an edge when a human perceives an image, storing a signal having small amplitude, and reducing signal-dependent noise with high accuracy and at low costs. <P>SOLUTION: An image processing apparatus includes: a target pixel selection section 102 for selecting target pixels from an image; a similar pixel group extraction section 103 for extracting a similar pixel group including similar pixels having similarity with the target pixels higher than a threshold value from the vicinity of the target pixels; a representative value calculation section 104 for calculating a representative value of pixel values of the similar pixel group; a weighting addition section 105 for obtaining a correction value by weighting addition of a pixel value of any pixel belonging to the similar pixel group and the representative value; and a correction value integration section 108 for integrating correction values, of the pixel located at the same position, obtained for the different target pixels.
