The present invention relates to a method for producing a loess-inorganic cement admixture, and a loess-inorganic cement admixture produced through the same. The method comprises: a) a step for molding a loess raw material; b) a first heating activation step for removing organic impurities from the raw material; c) an additive adding step for adjusting a chemical composition; d) a second heating activation step for chemical stabilization; and e) a particle size adjusting step for compatibility with cement. According to the present invention, the loess-inorganic cement admixture can reduce a concentration of water-soluble/acid-soluble hexavalent chromium in the cement and a cement clinker. Therefore, the loess-inorganic cement admixture of the present invention can remarkably reduce a leaching concentration of hexavalent chromium from the cement concrete to an aquatic environment.
