The present invention relates to a cooling and heating system using a ground source, wherein the efficiency of heat exchange is improved via a change in the flow rate of geothermal water, which circulates inside a heat exchange pipe, by making the diameter of a heat exchange pipe, which is buried underground, different from the diameter of a heat exchange pipe connected to a heat pump. The cooling and heating system using a ground source comprises: a first heat exchange pipe buried at a predetermined depth from the surface of the ground, connected to a demander installed on the surface of the ground, and absorbing terrestrial heat or emit heat into the ground; a second heat exchange pipe connected to the first heat exchange pipe to transmit geothermal water supplied through the first heat exchange pipe; and a heat pump for receiving the geothermal eater transmitted through the second heat exchange pipe and cooling or heating the demander using heat emitted from the geothermal water or the heat of condensation, wherein the diameter of the first heat exchange pipe is greater than the diameter of the second heat exchange pipe.
