<p><P>PROBLEM TO BE SOLVED: To share as many as components as possible between a model of vibration control support of a steering valve device on a floor panel and a model of no vibration control support. <P>SOLUTION: On a steering column 13, a column seat plate 14 is provided for covering a column seat plate mounting hole 8A of a floor panel 8 at its upper side. A shaft support 24 provided on the column seat plate 14 consists of a cylinder member 26 for encircling a lower shaft 17 at its outer periphery side and rotatably supporting the lower shaft 17 via a bearing 25, a protection cover 27 provided on the upper end side of the cylinder member 26 for sealing a space between the lower shaft 17 and the cylinder member 26, and a valve mounting plate 28 fixed to the lower end side of the cylinder member 26 with a steering valve 30 to be mounted on the lower face side.
