A system having a utility or independent service operator (ISO) 11, a communications intermediary 21 and demand response resources 17. The utility/ISO may be connected to the communications intermediary via a network 15. The Demand Response (DR) resources may be connected to the communications intermediary via another network 22. A single dispatch 14 destined for the DR resources may be sent to the communications intermediary by the utility/ISO. The dispatch may be disaggregated at the communications intermediary into a multitude of dispatches 14 which may be dispersed to their respective destined DR resources. The DR resources may send telemetries 19 to the communications intermediary that aggregates the telemetries into a single telemetry 19 to send to the utility/ISO. The single dispatch may contain identifiers for the multiple destination DR resources. The dispatch can be used to control a load 18 of a DR resource and a telemetry from the DR resource can provide monitoring information about the DR resource to the utility/ISO. The intermediary may comprise a customer preferences module to allow styles of mapping (i.e. perform suitable protocol translation/format conversion) of the singular dispatch and the multiple dispatches and for the multiple telemetries and the single telemetry.
