<p><P>PROBLEM TO BE SOLVED: To provide a fiber cutter with which fiber chips after cutting can be collected easily and internal fiber chips are prevented from being dropped from a storage section, in a simple structure, and a fiber cutting method. <P>SOLUTION: A lever 3 can be turned with a rotary shaft 23a as an axis. When the lever 3 is depressed against the force of a spring 7a, the lever is turned around the rotary shaft 23a and a fiber presser 15 in a terminal portion is pushed up. Namely, the fiber presser 15 is opened. When the lever 3 is returned to an original state by the force of the spring 7a, the lever is turned around the rotary shaft 23a, and the fiber presser 15 in the terminal portion is pushed down. On an upper face of a pedestal 5, a fiber installation section 27 is formed in which a fiber can be installed. In a terminal portion of a fiber chip collection section 19 (at a side where a hole is formed), the fiber presser 15 is disposed.
