<p><P>PROBLEM TO BE SOLVED: To provide a pneumatic tire and a method of manufacturing the same, for reducing rolling resistance. <P>SOLUTION: This pneumatic tire 1 includes a cylindrical annular structure 10, a rubber layer 11 provided along a circumferential direction of the annular structure 10, on an outer side 10so of the annular structure 10 and is served as a tread part, and a carcass part 12 having fiber covered with rubber and arranged on both sides in the parallel direction to the axis (Y axis) of a cylindrical structure 2 including the annular structure 10 and the rubber layer 11.
