<p><P>PROBLEM TO BE SOLVED: To provide a soil improvement construction method excellent in lessening of excessive supply of mineral to surrounding animals and plants from fill formed of a soil improvement material containing iron and steel slag and soil. <P>SOLUTION: Water flowing down from fill formed of a soil improvement material containing iron and steel slag and soil is passed through an ion-exchange substance. A water channel or an impervious layer, or both of them is or are provided to prevent rainwater and sump water from the ground from permeating the fill.
