An apparatus and method are provided for configuring a user agent to receive semi-persistent scheduling (SPS) transmissions independent of the user agent monitoring a physical downlink control channel (PDCCH). Also provided are an apparatus and method for configuring a user agent to monitor a PDCCH in a subframe to which one of a downlink assignment or an uplink grant is configured.

1. A user agent, comprising:
a storage device comprising instructions executable by a processor, the instructions configured such that when executed, cause the processor to adjust a discontinuous reception (DRX) start offset when a semi-persistent scheduling (SPS) downlink assignment is configured or reconfigured, the DRX start offset adjusted to promote using the downlink assignment during DRX operation, wherein the DRX start offset is adjusted such that SPS transmissions align in time with an “on duration” of a DRX cycle.
