Provided is a graphene optical device. The optical device includes a lower clad, an optical waveguide extended on the lower clad in a first direction, a first dielectric layer disposed on the optical waveguide, and a graphene layer extended on the first dielectric layer in a second direction.

1. A graphene photonic device comprising:
a lower clad; an optical waveguide disposed on the lower clad and extending in a first direction; a first dielectric disposed on the optical waveguide; a graphene layer disposed on the first dielectric layer and extending in a second direction crossing the first direction; a second dielectric layer disposed on the graphene layer; and an electrode layer disposed on the second dielectric layer and extending in the second direction, wherein the first dielectric layer and the second dielectric layer comprise silica polymer whose refractive index changes by heat or an electric field.
