The present invention is an apparatus for recommending a video based on anonymized personal identification. The apparatus comprises: a viewer recognizing unit for extracting a body model through an image photographing a viewer, and identifying the viewer through the body model; a video playing unit for outputting a video; a viewer feedback acquiring unit for acquiring feedback information of the viewer in response to viewing the video; and a personal video recommending unit for learning a preference model relevant to the identified viewer according to the feedback information, and recommending a video to the relevant viewer based on the preference model.
