PROBLEM TO BE SOLVED: To provide a panel member which enables highly flexible adjustment of angular ranges in which optical effects from optically functional surfaces are continuously expressed, and is capable of preventing foreign substances from being deposited between each pair of adjacent protruded portions.SOLUTION: A panel member 10 includes: a sheet-like main body 40; a plurality of protruded portions 30 which are arrayed on the main body along a first axial direction d1 and form lens surfaces 31 on a surface facing a side opposite the main body; a first optically functional surface 11 located facing the main body; and a plurality of second optically functional surfaces 12 arrayed along the first axial direction in the main body 40. Each of the second optically functional surfaces is tilted relative to the first optically functional surface. The lens surfaces direct light guides L22 entering from certain directions toward the first optically functional surface, and direct light L23 entering from directions other than the certain directions toward the second optically functional surface. A flattening layer 70 having a refractive index lower than that of the protruded portions is provided to at least partially fill trough regions V between each pair of adjacent protruded portions.
