The present invention provides an image optical character recognition device and an image optical character recognition method utilizing the image optical character recognition device. The image optical character recognition device comprises: an image recognizing unit for recognizing and inputting an image; a storing unit for storing the inputted image; a structure analyzer for finding a text image region in the image stored in the storing unit; a text extracting unit for converting the text image region found in the structure analyzer into a text image; and an OCR engine for converting the text image converted from the text extractor into a text. According to the present invention, an OCR recognition rate of a transparent image is increased, and an OCR output result is outputted corresponding to grammar, so reliability about an OCR conversion result can be enhanced.
