Disclosed is an ultra-low carbon steel refining method. According to an embodiment of the present invention, the ultra-low carbon steel refining method comprises: a step of decarbonization treatment which eliminates carbon (C) from molten steel; a step of deoxygenation treatment which eliminates oxygen (O_2) from the molten steel; and a step of increasing basicity of slag in the molten steel.
