The present invention relates to a ventilation and air conditioning system test apparatus which includes a chamber which includes an indoor chamber in which a first air conditioning device is installed to set an indoor environment condition and an outdoor chamber in which a second air conditioning device is installed to set an outdoor environment condition, a partition wall which partitions the indoor chamber and the outdoor chamber and includes a ventilation device installing unit in which a tester ventilation device is installed, an air conditioner flow measuring device which is formed in the indoor chamber and measures the air flow of a tester air conditioner, and a ventilator flow measuring device which measures the air flow of the ventilator.
