The present invention provides a composition for a fabric softener which includes a pH regulator, does not include a cationic surfactant and has a friction coefficient of 2 to 25 in an object dried after rising the clothes depending on the amount of fabric softener used determined by an environmental label EL306. The composition for a fabric softener according to the present invention can give the dried object after use a fluffy feeling instead of a slippery feeling.
