The present invention relates to a cosmetic composition containing two or more marine algae extracts selected from the group consisting of Hizikia fusiforme, Sargassum thunbergii, and Sargassum hornei, and promoting production of Aquaporin 3 in skin cells. The extract according to the present invention adjusts activity of a membrane transporter in charge of transportation of water and glycerol, and rarely stimulates skin, so as to be usefully used as an active ingredient of a cosmetic composition which promotes biosynthesis of Aquaporin 3 having excellent stability.
