The present invention relates to an abnormal situation determining apparatus and a determining method thereof, wherein the method comprises the steps: taking an image via a camera installed in a predetermined region; receiving the taken image in real time to sense a moving object from the image; in the case that the number of sensed objects is equal to or greater than a preset threshold, sampling the number of objects and storing the image corresponding to a sampling time and the number of objects under sampling; calling a preset daily average value to calculate a deviation between a sampled value and the daily average value; and in the case that the deviation is equal to or greater than a preset reference deviation, determining that an abnormal situation has occurred. Accordingly, the present invention compares the number of objects sensed in real time by a monitoring camera with a normal value within the same time range to automatically determine whether the abnormal situation has occurred and to inform a user of the determination result in real time, thereby being capable of transmitting the information on the abnormal situation even to a user located at a remote place in real time. |
