The present invention comprises: a pair of supports provided in a longitudinal direction of a pipe and fixated and installed onto the ground surface; a compression unit provided to be symmetrical about the pipe and having a compression plate and a roller; a link unit installed to be rotated around a rotational shaft and of which a lower side comes in contact with a side surface of the roller; and a driving unit provided for the upper side of the support and having a rod. The present invention has a link, and the cross-sectional surface of the pipe is formed to have an elliptical shape when the rod is slid toward a center of the driving unit. When the rod is slid to the outside, the cross-sectional surface of the pipe is formed to have a circular shape.
