[Problem] To realize adaptive secure communication with which it is possible to secure a sufficient hiding capacity in accordance with the characteristics of a main communication channel. [Solution] This physical layer encryption device (40) encrypts a data signal transmitted from a transmission device (10) to a regular receiving device (20) via a main communication channel (30), in accordance with the physical characteristics of the main communication channel (30). The encryption device (40) has a hiding capacity optimization means for optimizing the hiding capacity of the main communication channel (30) in which the amount of information being leaked to a wiretapping device (50) is minimized and the capacity of a communication channel to the regular receiving device (20) is maximized. The hiding capacity optimization means includes a communication channel characteristic estimator (41) for estimating the communication channel characteristics of the main communication channel (30), and a signal power adjuster (42) for adjusting the power level of a data signal transmitted from the transmission device (10) on the basis of the communication channel characteristics of the main communication channel (30) estimated by the communication channel characteristic estimator (41). |
