Disclosed is a heterogeneous network management method. The method comprises: determining N+M grouping policies and sending the N+M grouping policies; and determining N active management modes and M passive management modes according to the grouping policies, determining management policies corresponding to the management modes, and sending the management policies corresponding to the management modes, the grouping policies being in one-to-one correspondence with the management modes, and both N and M being positive integers greater than or equal to 1.
