PROBLEM TO BE SOLVED: To improve the efficiency of a camera installation work accompanied by the adjustment of the size of a subject on a monitor screen of a camera.SOLUTION: A number recognition device sets the size of a virtual vehicle 4 having the same size as the size of the number plate of a vehicle on a capture image. When the size of a road included commonly to each of an image during camera adjustment as an image in which the vehicle is not displayed and a capture image in which the vehicle used for setting the size of the virtual vehicle 4 is displayed changes on a screen on which the image is displayed, the rate of road width in the image during camera adjustment to road width in the capture image on the screen is calculated, and the virtual vehicle 4 whose size has been adjusted in accordance with the calculated rate is synthesized with the image during camera adjustment.
