a processor configured to:
identify a plurality of regions configuring a plurality of base units, with respect to an image;identify a filter type and a filter value for each of a plurality of regions; andperform filtering for each of the plurality of regions using the filter type and filter value, wherein the processor performs filtering for each of the plurality of regions after completion of deblocking filtering with respect to the image, and the processor applies an offset to each of the plurality of regions by filtering each of the plurality of regions.
