A method to encode a video using split information of a block comprises: a step of an encoding device performing encoding on a previous frame; a step of the encoding device estimating a bit rate on a target block of a current frame using at least one split structure information among reference blocks which already complete encoding in the previous frame or the current frame; and a step of the encoding device performing encoding on the target block using the bit rate on the target block.
