PROBLEM TO BE SOLVED: To manufacture printed matter of high quality.SOLUTION: A printer includes: plasma treatment means for treating the surface of a treatment target by using plasma; recording means for executing ink jet recording on the surface of the treatment target after the plasma treatment by the plasma treatment means; setting means for setting a printing mode for the treatment target of an image to be a recording object by the recording means; and control means for controlling the plasma treatment means so as to perform the plasma treatment of the treatment target by plasma energy amount on the basis of the printing mode set by the setting means.
