PROBLEM TO BE SOLVED: To provide a navigation device and a map data update system capable of reflecting a road traffic situation on map data in real time.SOLUTION: An on-vehicle navigation device 2 which is configured so as to be communicable to a map data center 3 comprises: an atmospheric pressure variation sensor 5 for detecting a variation of a peripheral atmospheric pressure to output as atmospheric pressure variation data; an on-vehicle data conversion unit 6 for, on the basis of the atmospheric pressure variation data which is output by the atmospheric pressure variation sensor 5, calculating a height variation amount along a gravitational acceleration direction of a vehicle; an on-vehicle data analysis unit 7 for generating situation data for update 19 relating to estimation of a road traffic situation from the height variation amount calculated by the on-vehicle data conversion unit 6; and an on-vehicle communication unit 8 for transmitting the situation data for update 19 generated by the on-vehicle data analysis unit 7 to the map data center 3 through a communication unit.
