The present invention relates to an atomizing device, particularly to a water atomizing or water vapor atomizing device for preparing metal and alloy powder: 1. employing a semi-chemical method such as adding a reduction gas like CO, and a semi-mechanical sealing method such as a moving separator to reduce the oxygen content in a smelting chamber; 2. the employed mechanical sealing method can completely separate the smelting chamber and an atomization chamber; 3. installing a smelting device in a sealed container, pumping out all the air by evacuating, and protecting with inert gas or reduction gas if necessary.
