Disclosed is an apparatus for determining a set of cells to be optimized. The device comprises a first determining unit, an aggregation unit and a second determining unit. The first determining unit determines problematic grids in a grid map according to evaluation parameters of grids in the grid map. A grid in the grid map is a gridded region pre-classified according to a geographical region covered by a network, and a cell corresponding to a network coverage signal of the gridded region is an associated cell of the grid. The aggregation unit aggregates the problematic grids according to associated cells of the problematic grids, so as to form a problematic region. The second determining unit determines associated cells of all problematic grids in the problematic region as a set of cells to be optimized. The apparatus for determining a set of cells to be optimized provided in an embodiment of the present invention can determine a problematic region according to grids in a grid map and determine associated cells associated with problematic grids in the same problematic region as a set of cells to be optimized, so that the cells do not need to be confirmed one by one before optimization, thereby improving the efficiency and accuracy of network optimization.
