PROBLEM TO BE SOLVED: To quickly resume communication by a general terrestrial mobile terminal using a satellite communication system even if failure or congestion occurs in a terrestrial communication network due to a large scale disaster or the like.SOLUTION: An earth station device monitors the state of traffic of a terrestrial network and the quantity of idle satellite lines of a plurality of satellite communication systems. When failure occurs in the terrestrial network, the earth station device searches for a satellite communication system that has the quantity of idle lines more than the quantity of high-priority lines of the quantity of lines requested by a terminal that communicates through the terrestrial network from the plurality of satellite communication systems, and enables communication corresponding to the quantity of the high-priority lines by using the idle satellite lines of the searched for satellite communication system. |
