Disclosed in an embodiment of the present invention are a mobility management entity (MME) and method for processing downlink circuit switched (CS) service, the method comprising: an MME receives a notification message transmitted after the restart of an MSC/VLR, the notification message being used to indicate the downlink CS service of the MME for a user equipment (UE); when the UE is in an idle state, the MME suspends a CS fallback (CSFB) process triggered by the downlink CS service; the MME requests the UE to enter a connected state; the MME requests the UE to initiate a joint position update process to enable the UE to complete registration in a CS domain; and when the UE completes registration in the CS domain, the MME notifies the UE to execute the CSFB process triggered by the downlink CS service. The MME and method for processing the downlink CS service of the embodiment of the present invention enables the UE to first complete the registration in the CS domain, and then notifies the UE to execute the CSFB process triggered by the downlink CS service, thus avoiding process conflicts between the UE and the network side. |
