PROBLEM TO BE SOLVED: To provide a management device, information processing system, and management program capable of predicting the occurrence of a bottleneck in a network.SOLUTION: A management device includes: a storage unit that stores a first communication band in which a virtual machine is allowed to communicate and a second communication band in which a port of a physical network device connecting with an information processing device can communicate; an instruction unit that instructs the information processing device to transmit a measurement packet associated with the virtual machine by broadcasting; acquisition unit that obtains the communication history of the measurement packet; and a determination unit that determines the use state of a physical network device on the basis of the communication history, first communication band, and second communication band. |
