PROBLEM TO BE SOLVED: To provide a novel promoter which has an ability to enable activation under any conditions of dry stress conditions, salt stress conditions, and low-temperature stress conditions.SOLUTION: The invention provides a promoter derived from wheat which has an ability to increase the expression level of a gene linked to a downstream by activation under dry stress conditions, salt stress conditions, and low-temperature stress conditions.
