A cooling-water heating type heater (1000) according to the present invention comprises: a heating pipe (200) that includes a pipe (210) through which cooling water flows and a heating element (220) formed on the pipe (210) to generate heat; and a controller (104) that controls electric power supplied to the heating element (220) of the heating pipe (200), wherein the heating element (220) includes: a first heating part (220a) having a heat density (heat value/unit area) higher than that of the remaining part; and a second heating part (220b) formed in the area other than the first heating part (220a). Therefore, the first heating part (220a) having a higher heat density is formed on a portion where cooling water needs to be rapidly heated, thereby effectively heating the cooling water. |
