The present invention relates to a GUI designing system capable of interworking with an image editor and a GUI designing method. The GUI designing system includes: a program driving module (100) loading and driving a GUI design program; a GUI designing module (200) designing a mobile GUI by using the GUI design program; and an interworking module (300) coping at least one layer selected in the image editor to the GUI design program.
