<p><P>PROBLEM TO BE SOLVED: To solve the problem that the root of a characteristic equation of a loop transfer function between a feedback control unit 46 and the object to be controlled (converter CNV) is generally a conjugate complex root, and the gain of the loop transfer function peaks at a resonance frequency arising therefrom, which is the cause of an overshoot or an undershoot in feedback control. <P>SOLUTION: In a feedback control unit 46, a feedback operation amount mfb is calculated as the sum of the outputs of a proportional, an integral and a differentiation element which are added together. In an open loop control unit 44, an open loop operation amount mff is calculated. The sum of these feedback operation amount mfb and open loop operation amount mff is made to be a final operation amount (first time ratio m).
