A lip cosmetic material of the present invention is characterized by including 0.13-8.00 wt% of a skin moisturizer, 10.00-25.00 wt% of polyvinyl alcohol, 0.01-1.00 wt% of a coloring dye, 5.00-15.00 wt% of ethanol, 0.01-1.00 wt% of an acid, 0.01-1.00 wt% of perfume, and 49.00-84.84 wt% of purified water, and also including perfume and a lip plumping agent. Also, the skin moisturizer is characterized by being at least one selected among a group consisting of betaine, panthenol, trehalose, dipropylene glycol, propylene glycol, and glycerin. Also, a lip plumping agent in the present invention is characterized by being at least one selected among a group consisting of vanillyl butyl ether, a pepper extract, a ginger oil, and a ginger extract. And, a viscosity control agent is characterized by being at least one selected from a group consisting of potassium alginate and cellulose gum.
