The present invention relates to: a novel Klebsiella species IR21 strain; a composition for wastewater treatment or wastewater purification, including the strain; a method for treating or purifying wastewater by using the composition; a microorganism fuel cell including the strain; a method for producing electricity by using the microorganism fuel cell; a wastewater treatment device comprising the microorganism fuel cell; and a method for treating or purifying wastewater by using the wastewater treatment device. The novel Klebsiella species IR21 strain of the present invention allows the purification of wastewater exhibiting a significantly high COD value and the production of electricity to be simultaneously promoted and allows a wastewater treatment device to be operated without an external power source by designing a wastewater treatment device comprising a microorganism fuel cell, thereby being widely applied to more effective wastewater treatment.
