Disclosed are a filament manufacturing apparatus using a waste rope and a filament manufactured thereby. According to an embodiment of the present invention, the filament manufacturing apparatus using the waste rope comprises: a waste rope-supplying device supplying a cut waste rope; a filament-forming device equipped with a main cylinder having saw blades on an outer surface, and installed on a rear side of the waste rope-supplying device so as to form and process the waste rope into filaments; and a filament-discharging device installed on a rear side of the filament-forming device to transport and discharge the processed filaments.
