A device for estimating a population number and a method thereof according to the present invention are for estimating a population number of a region near a nuclear power generating plant to analyze an offsite risk of the nuclear power generating plant. The device comprises: a memory unit for storing information related to administrative regions of an offsite region of a nuclear power generating plant; a polar coordinate system generating unit for generating a polar coordinate system about the administrative regions around a preset spot; and a control unit for estimating a population number based on information related to at least one administrative region corresponding to each sector per each sector on a radial grid of the generated polar coordinate system.
