PROBLEM TO BE SOLVED: To enable image formation with less amount of toner within a range of the change of hue accepted by a user.SOLUTION: An image forming apparatus 1 performs image formation by using a recording agent. The image forming apparatus 1 includes a first acquisition part 112, a determination part 113, and an image forming part 15. The first acquisition part 112 acquires a first index value indicating the amount of the remaining recording agent. The determination part 113 determines a second index value indicating the amount of reduction of the recording agent on the basis of one of a plurality of steps related to the first index value to which the first index value belongs. The image forming part 15 reduces the recording agent with the amount of reduction indicated by the second index value to perform image formation.
