PROBLEM TO BE SOLVED: To determine a storage rule so that a transfer cost is reduced on the basis of an acquisition frequency of data in a use device.SOLUTION: There is provided a communication control device which is connected through a network to a plurality of storage devices for storing data generated by a generation device for generating data and a use device for using data stored in the plurality of storage devices. The communication control device includes: an information collection unit for collecting information on acquisition of the data from the plurality of storage devices in the use device; a determination unit for, on the basis of the information on acquisition of the data collected by the information collection unit, determining a storage rule of the data in the storage devices; and a transmission unit for transmitting the storage rule determined by the determination unit to the storage devices corresponding to the storage rule.
