PROBLEM TO BE SOLVED: To make it possible to deploy femto-cells the number of which exceeds the upper limit number of physical cell identifiers (PCI), for example, in the case of deploying the femto-cells under a macrocell.SOLUTION: There is provided a handover control device that comprises: a handover request reception unit for receiving a handover request including identification information on a handover destination base station transmitted by a handover source base station in the cell of which a mobile station is situated; a handover instruction transmission unit for transmitting a handover instruction to make base stations perform mobile station handover processing to a plurality of base stations to which identification information included in the handover request is allocated; and a cancel control unit for having a base station other than base stations that have established communication with the mobile station among the plurality of base stations having received the handover instruction cancel the handover instruction transmitted by the handover instruction transmission unit. |
